Being unfamiliar with the British system, I have no idea what that means, but it sounds pretty awesome! Also, I think Romana had a double first, so I suppose this allows you to go around and brag that you are at least half as cool as a Time Lord. And not one of those vaguely suspect Time Lords like Drax, but one who can totally run circles around the Doctor.
I might also be fabricating that piece of canon, but the HOORAY YOU stands despite that.
