I'm not sure how far Joel believed in that cause, it's true. But he did spend a year travelling across the country for it, so I do think he at least believed in Tess. I'm certainly not surprised that he threw it aside when it came down to a choice between that cause and Ellie; nothing else would have made sense with his character.
