It's sixteen in my country as well, so the idea of seventeen-year-olds being sexual beings isn't remotely scandalous to me, but for some reason certain areas of fandom have really latched onto 'you can't ship anyone under eighteen with anyone over eighteen or you are a TERRIBLE CRIMINAL'.
