Oh, that makes sense! I was going 'why on Earth is Reeve here as Cait Sith to watch the carnage? Reeve is physically here in the city and probably has access to live footage, or even just looking out of a high window!' If he was trying to carry out some sort of goal as Cait Sith, that makes Cait's presence more understandable.
