I think it is quite stigmatised here - I'd certainly never consider my cousins in a romantic light, and to my knowledge I've never met a married pair of cousins - but I've never seen a British person respond to the idea with the level of 'WHAT NO WHAT' that I've seen expressed by some Americans online.
