It's certainly possible to write a Neverwhere/Silent Hill crossover, by sending the Neverwhere characters to Silent Hill (or making London Below more Silent Hill-ish), but... well, actually, I suppose making London Below into Silent Hill is a sort of double-location-based crossover, isn't it? It certainly wouldn't be the same as Silent Hill itself.
