I think he might have confessed earlier had it not been for the promise he'd made to his brother to hold the gang together; it wasn't solely a matter of saving his own skin. If it came to the voting and suspicion was still on Togami, I think the full impact of someone else being found guilty would hit him and he'd intervene. He's already carrying the deaths of his brother and Chihiro with him; can he really live with the weight of another ten? Particularly considering that one of those ten is Ishimaru?
